The main purpose of our paper is to examine a case of “internal expansion” actually happening in our home city, Porto Alegre, southern Brazil

Porto Alegre  a medium-sized metropolis (c. 1.5 million), central pole of a Metropolitan Region with 31 municipalities, 3.5 million inhabitants

Research area focuses the so-called “4th District”, which includes three neighbourhoods, namely Humaita, Farrapos, Navegantes

The paper studies the implementation of a plan known as the “Programa Integrado Entrada da Cidade” – PIEC (City Gates Integrated Program)
