The biggest challenge of this architectural project is to create a new cultural plateau for Changsha City, which simultaneously serves as an organic links between urban context and waterfront. This new urban plateau has two surfaces that respond and articulate to internal function. The external environment turns out to be new urban space blessed with the richness of the great nature, which has been given a vigorous touch by the progression of the city.

Changsha new culture platform creates a soft surface, under which the Music hall, museum, and library are gathered together. The waterfront landscape is presented again in this three-dimensional platform. Three cultural programs have greatly promoted the image of Culture Park, which adds to the charm of Changsha city. People may enjoy all cultural facilities any time in here at different elevated levels inside and outside of the building. Massive activities, be it exhibition and entertainment in the daytime, or carnivals in the evening, could be carried out here in this Cultural Park.

在长沙滨水走廊的尽头，长沙新文化平台像一个流动起伏的水面, 将音乐厅，博物馆，图书馆连接成一个连续的整体，以一种开放的姿态漂浮在基地之上，沿江景观在这个立体的平台上最大程度地呈现给了市民。单体建筑的概念淡化了, 三个文化建筑所组成的新文化平台利用它水平巨大的城市尺度，将文化园一期的整体形象推向了极至。这是一个立体的组织方式，音乐厅，博物馆，和图书馆在基地北侧被一个浮游的新文化平台连接在一起，不但在平面上实现了各自的独立和室外公共空间的共享，而且在立体空间关系上创造了两个层面：地面的半室内景观系统和上层的城市尺度的新文化平台。市民任何时间都可以在这里享用所有的文化设施，也可以在不同标高和气氛的室外空间畅游，无论是白天的交流展示，文娱活动，还是夜间的大型演出集会，都可以在这里举行。
