


The ferry terminal is moved out of Larvik Inner harbour to the outer harbour area. The municipality wants a new development on the abandoned site which connects the existing city centre to the sea.
Our design proposal is based on Larvik´s own competitive advantages and local qualities. We suggest a strategy where Larvik takes advantage of its regional and territorial position to achieve competitive quality of living in the wider region In the long term we suggest that the railway line which today crosses the competition area will be placed under the ground. This will remove the barrier between the city and the sea and improve the regional transport system. A new train and bus terminal will establish an efficient connection both to the old centre and the new harbour area.
There exists a weakening faith in master planning as the single instrument for complex city development. An uncertainty connected to future actors and unknown driving forces oblige us to develop strategies for capturing the uncertainties of future actors, investors and changing political visions.
Our proposal is a suggestion of how the abandoned site can be developed. In addition is an example of a framework for discussing new programs and projects. Such a strategy illustrate the possibilities of process schemes and temporary activities as generators for new program developments, which allows short term happenings and temporal installations in the light of long term visions.
