The Helsingør and Helsingborg community

Introduction

The cities of Helsingborg and Helsingør are separated by a mere 4,000 metre stretch of water and a 20 minute ferry ride and cooperation between the two cities are extensive in many fields.

The ECO-City demonstration sites in Helsingborg and Helsingør comprise a whole integrated transnational community approach to energy efficiency and sustainable energy supply. The development is in-line with the existing close cooperation between the cities and constitutes an extension of their existing policies towards a more sustainable development.

Helsingborg has very ambitious strategic environmental development objectives for 2010 vs. 1990:

Total energy consumption per inhabitant must be reduced by further 4%.

Fossil fuel share in power and district heating to be reduced to less than 20% in 2010.

Energy use as a whole in the domestic and service sectors must be reduced by further 7%.

Energy use in the municipal owned buildings and dwellings must be reduced by 20% vs. 1998 level (measured in kWh/m2).

In Helsingør, an updated strategy plan has been issued, which imposes strengthening of environmental friendly actions. The objectives are:

30% reduction of the gross energy consumption for heating, hot water, lighting, ventilation and cooling in new Eco-houses by 2006 compared with present standard.

Phase out the natural gas and oil in DH with 5 MW biomass within the legislative limitations dictating 90% of the district heating to be based on cogeneration from natural gas and waste.

The community participants include the main actors in town planning, city development and energy infrastructure, including the municipalities of Helsingborg and Helsingør, Öresundskraft AB, the District Heating Company of Helsingør, AB Helsingborgshem, NSR - North West Skånes Waste Company, Lund University and COWI A/S.

The ECO-City project will set a reference for new standards to prevail in the community both in retrofitting, new buildings, energy supply and use of Polygeneration. Furthermore, the initiative will be anchored in the whole community through training of SME's, janitors corporation and trough extensive dissemination.
